Using "should" is a more subtle way of convincing or encouraging someone to do something.
Using "must" is similar to a demand and used in urgent and strict fashion.

I hardly see the hyphen used in "a native English speaker" as it seems redundant. You can also use the more formal term "Anglophone" which refers to any English-speaking individual.
