Happiness is a monstrosity! Punished are those who seek it.

I think this quote is an ironic statement. Sure we all want happiness. Sure sometimes we are disappointed by not having it. Sure sometimes we look for it and we don't find it and we may feel punished.
The inclination of the first sentence is to jump to the thought that happiness is wonderful.
I believe Flaubert, being witty, is trying to say to go out and hunt happiness, Know that you may be disappointed, but you will also know happiness is not a monstrosity as you continue your search.
