My guess would be that it is needed. It's possessive, but possessive of what? Jim's what?

"move" means to make adjustments to the plan to appeal to moderate voters. If you were to imagine a scale like this:


('x' representing how 'left' or 'right' the plan is)

But after the adjustments:


So the plan ('x') "moved" closer to the middle.

Apparently English likes to use imagery in this way.
