1, 3 and 4 are all acceptable and correct variants.
She can speak French a little. / She can speak a little French.

Only the second one is idiomatic and correct. The first one may pass if a comma is inserted after french.

Both are acceptable and mean the same. I have heard " An Education " typically used in American English.
Should the comma be inside the closing inverted commas?

The comma is correctly placed. Not aware of any specific rule for BE though.

Both Exist. But Automate is more common and widespread, and Yes better sounding too.

Only the first one is grammatically correct. The second one is flawed. It can be something like this :
That is a very expensive dress,WHICH I HAVE to wear at official ceremonies.
Those students have (a) far better command of English than I do.

Only 2 & 4. The article - a is needed as both command & English are collective nouns.

I'll explain with an illustration :
Mary calls to speak to Jim, but Jim's brother John answers the call.
someone 1 is Jim, someone 2 is Mary.

The - isn't needed for either radio or television as they refers to the media at large and not any particular entity.
