Why sometimes? Most of the times. E.g Hitler, Mussolini, or Putin, or any dictator. Even their whispering are a scream.

Instead of a string of misunderstandings that can cost you your life when you try to nicely explain. When you scream it all strangely makes clear sense not to one person but to many many people and a half. Brick wall

Many times a small whisper could lead to incredible revolutions.
I think, it's mostly better to present the core concept in as few a word as possible and avoid jabberwockies in order to elucidate the matter for people. It's one of the necessities of elocution.

Rummaging through Emerson's Journal, 1836, where this quote comes from screaming out of the blue without a context,
I found this quote to better express his view on loudness:

" When a whole nation is roaring Patriotism at the top of its voice, I am fain to explore the cleanness of its hands and purity of its heart."

Now that's a thesis that no scream can match.
