"Let's", as I'm sure you know, is short for "Let us". So it is possible to say "A letter will be written by us."(As in a formal context: "In reciept of your payment, letter will be written by us in confirmation.")

However, the use of "Let us" is not an absolute statement. It is actually an extremely polite way of making a suggestion. So the nuance of "Let's write a letter" could be construed as "Shall we write a letter?" or "Would it be a good idea for us to write a letter?" so difficulties would arise in making this passive which would depend on the circumstances.

Let's write a letter.............Here, "Let's" is, as Romany said, the contraction of "Let us". So, we should see the sentence as : "Let us write a letter."

Here,
Subject: us...... Verb: write...........Object: a letter.
So in Passive,
Subject: a letter.......verb: written (participle form of write)...........Object: us (or we).

We can not change the tense or type of sentence (like interrogative, exclamatory, etc). So, the request term "Let" will not be changed.
Thus, in Passive, it should be:................ Let a letter be written by us.

@Romany: "A letter will be written by us." is the passive of "We will write a letter.".....Simple Future Tense

Yes, it is very much possible to change "Let's write a letter," to passive.
The answer is
"Let a letter be written by us."
