My rephrased version: what does that that prevent you from doing? or what does that which prevent you from doing?

Would you please rephrase especially the bold part in a way that I could understand the construction of the sentence better?

I think the answer should explain what you don't do, not what the cause is or why is it (not) happening...that=the act that is prevented.

I think 'that' in this case is just a pronoun... which you can substitute from any other.

What does 'it' prevent you from doing?

What does 'he' prevent you from doing?

In this case we are not sure what 'that' is so we can really rephrase it for you :P
