Looking at the recent history, perhaps this statement needs a bit of amendment.

It's strangely but the PRC turns around more faster than the USA. Was the USSR too big for such turning?

tintin's post is very good. Bill Clinton was right to say "keep working on it". Unfortunately, some world leaders are very good at leading their own country downwards.

His is a truism without context and thus meaningless.
It would depend on what the focus or target of change that was in view.
Change from what to what.
Being a progressive, any change he would have been in favor of would have
been a change in a wrong direction.
If he would have favored returning or changing in this context the modern
state after it had slid into an entitlement mentality back to the nation's
founding principles, we could applaud this phrase taken out of context.
But alas, that is not Bill Clinton's meaning.

Bill Clinton is one of the great ones. I didn't agree with many things his administration did, and I didn't agree with the monetization of the Democratic party just to keep up with the Republicans, but he has always been a great politician working for the majority and not the 1%.

Much depends on which way, but turning around will usually end at the same sorry spot. So, yes, be of good cheer and keep working on it!

I'd say that in this case turning something around means away from that sorry direction. And in our case, turning around is most certainly desirable.
