I tend to believe Mr. Baum, because (1) he seems to know an awful lot about the topic of both the City of Emeralds, and the yellow brick road.
(2) I have never been to the City of Emeralds, though going there sounds enticiing!
(3) I have never traversed the yellow brick road, though doing so sounds enthralling!
(4) I have never known Mr. Baum to fabricate falsehoods.

Typical ! A bunch of bureaucrats decides to make a city out of emeralds and then cheaps out on infrastructure with a cheap-ass brick road.

These bricks aren't yellow in fact as it is the yellowish light that reflects form either it's moon or street light..

Welcome to the Wonderful City of Emeralds in Oz!

The Emerald City, (City of Emeralds in the book) is a fictional element invented by L. Frank Baum, author and creator of the Oz legacy. The Emerald City can only be found in the magical Land of Oz, and at the very end of the Oz's famous Yellow Brick Road. The city is also said to be located in the exact center of the land, being Oz's official imperial capital.

many historians and Oz scholars who interpret The Wizard of Oz as a political allegory agree that the Emerald City was used as a metaphor for Washington, D.C. and unsecured "greenback" paper money. In this reading of the book, the city's illusory splendor and value is compared with the value of paper money, which also has value only because of a shared illusion or convention. It is highly likely that the Hotel del Coronado influenced its description in later books, as well as in the artwork by John R. Neill
