There is a difference between behaving foolishly and being a fool. We all fit, at times, the former, but for some it appears to be a life-long pursuit.

Any situation is always seen in different ways, depends on people, country, age, gender, etc. So any person has a real chance to turn up either to be heartless or brainless... Either both ore none

As other Russian classic said, there are two problems in Russia - fools and roads. How two relates to each other and what comes/goes first, if ever, is the eerie Russian lullaby mystery.

According to goodreads.com the passage from "The Idiot" should read:
" “I am a fool with a heart but no brains, and you are a fool with brains but no heart; and we’re both unhappy, and we both suffer.”
― Fyodor Dostoyevsky, The Idiot"

It is clear that both are fools and both are unhappy but they may not be just as unhappy as the other.
