"Hot" can be slang for "stolen", so "hot cash" (two words) could mean stolen money. But it would have to be traceable (e.g. banknotes, and the police know the serial numbers of the stolen notes). If you couldn't prove it was stolen, it wouldn't be "hot". (I think.)

From the little bit of context you provide, it doesn't seem likely but I would have to read more of the article to be sure, or as DragOn implies, it could be a misuse of the expression to make the newspaper article sound more interesting - sort of suggesting that the hidden wealth is somehow illegal.

I tried to search The Hindu for "hotcash" - no articles found.
Tried again with "hot cash" - found 84 652 articles.
"Burns big trail" - 165 465 articles.

As a phrase, "hot money" refers to very active or speculative investments. From the subtitle, I would think this refers to unreported income.

I haven't heard of hotcash. Hard Cash is quite commonly used(this is what sach_200 meant, I suppose!). Hard Cash is cash in a particular currency literally. Used to mean that the transaction would be in cash and no bank instrument like cheque/PO/DD is used.

Hard cash would mean down here bullion, gold or silver stashed away.

I have heard people saying "hot cable" when they are talking about people stealing the cable signal. I think that's very common.
The first thing that came to my mind was that they are talking about stolen money.
