Kali here is a demon who would be killed by Kalki, the tenth avathar of Lord Vishnu. Kali should not be mistaken for Kali(pronnounced Kaali), an avathar of Goddess Durga, consort of Lord Shiva.

Interesting stuff. But it does seem rather pessimistic (and rather a let-out clause for corrupt leaders) to say it was destined that the leaders would overtax the people, and there would be lax morality and drunkeness and emigration!
