at a loss means to be at sea, be confused.

But can it be used to mean to have a loss. For example,


- I think he is the one at a loss in this situation.
I want it to mean "He is working at a loss or experiencing a loss.

Experiencing a loss is when someone dies.


Money:
You make a loss like you make a profit.

A company operates at a loss if it loses money by its operation.

I mean the loss of money or an unfortunate situation.

Can it be "He is at a loss in this situation."?

Or maybe "It's for his disadvantage"?

It's an idiom.

'Definition of 'be at a loss'

If you say that you are at a loss, you mean that you do not know what to do in a particular situation.'

The short answer to your query is "no". It is better to say, "He will incur a loss in this situation".

"It's for his disadvantage" is incorrect. The sentence should be, "It's to his disadvantage".The sentence should be a part if the dialogue which clarifies that you imply financial loss. A person can be at a disadvantage owing to other factors also.

So, to work at a loss means to have a loss, but to be at a loss means to be at sea... not logical.

To be at a disadvantage can fit...

- I think he is the one who is at a disadvantage in this situation. (CORRECT?)

The sentence is grammatically correct but it does not convey your initial intended sense related to money/finance.

"At a disadvantage" is not restricted to pecuniary loss. Note the following two sentences:

- He did not cause the company to suffer any disadvantage.

- He did not cause the company to suffer any pecuniary loss.

Disadvantage does not specify the nature of loss or lack of advantage.

You’re in a losing position (in a game/match/race/trading) = You’re in a disadvantageous position
However, it does not mean you’re playing a loser’s game. In fact people talk about winning the loser’s game.
