It was a large lovely garden, with soft green
grass. Here and there over the grass stood beautiful
flowers like stars, and there were twelve peach-trees that in
the spring-time broke out into delicate blossoms of pink
and pearl, and in the autumn bore rich fruit.
I saw the above in one of the revision workbook that I downloaded for year 3.
What is the subject in "Here and there over the grass stood beautiful
flowers like stars,"?
Is it an example of inversion?

Yes. Here and there is that adverbial expression. You could also continue like: ... over the grass beautiful flowers stood... That way it's easier to see the subject.
