Is the part in bold correctly punctuated in sentence 1 or 2?

Both will do grammatically. If you want to emphasize the name of the victim, you can put the comma.

Right. If the name is included, it's additional information and would have commas before and after.

Sentence 1: Lee Soh Geok has more than one neighbour.
Sentence 2: He has only one neighbour, Helen Lim Hai Loon.

That is if the writer uses commas to make a distinction between restrictive and non-restrictive appositives.
