I’d read it as on 10 March, I wouldn’t regard it as a good way of phrasing it but that’s how it’s written.

I would read it as "on the tenth of March".

And I might say it either of two ways:

on 10 March, 1950

or

on the tenth of March, 1950

Both would seem natural to me.
