It is very often heard on radio and TV news reports that " A spokesperson refused to comment", particularly with respect to a politician's indiscretions

Doesn't that make the person a 'non-spokesperson' (or even possibly their situation completely redundant)?

No it makes them a spokesperson that refused to answer questions on that particular subject, ask them about that politicians successful campaign to curb the paper clip usage in their department then they will wax lyrical.
