The farmer said in a playful tone of voice, "Down, down, down, ... down with rain."

Question: Is my sentence correct?

Yes, but I'd add a comma.

_______________

To me, "of voice" is redundant. The playful tone will be a part of the voice. It is similar to:

- He spoke with his mouth, "Down,... "

A person will speak by using his mouth. So, the expression "with his mouth" is superfluous. No useful purpose is served by adding "of voice" in the original sentence.
