[Q1] Does this sentence imply that the studying started three years ago?

[Q2] Does this sentence imply that he is still studying?

Present perfect (has been) means up to the present.

Duration =for three years.


If you know the end point (it doesn't have to stop here, but this information only goes up to the present)
=now

And you know the duration
= for 3 years

Then you know the start point.
=3 years ago.

You can use the start point:
He started learning French three years ago.
But that is not present perfect so you don't know when or if it ended, or its duration.


He has been studying French since 2018.
Present perfect so you know the end point is now.
Knowing the start and endpoints you know the duration is three years.

Or the duration:
He has been learning French for three years.
Knowing the end point and duration you know the start point.

Incorrect (awkward, not natural) to use the duration as the start point:
He has been studying French since three years ago.

Which is correct?

With the duration up to the present, that sounds better in the progressive.
He has been studying... but he stopped yesterday.


If it is all past and complete, it is not progressive.
He studied..... but he stopped last year.
