I believe there are errors in the original sentence, and I have replaced them with the italicised words.

Are there any errors in my amendments?

You could retain "recognise" and say:

- It is time for our leaders to recognise this and stop deceiving the world that Singapore respects the rule of law.

This sentence implies that now is the time to do the stated action. If the action is overdue, you should use simple past as mentioned by you.
