Here it's a diminutive. That small town was not only small, it was even smaller. Tiny tin sounds better than tiny tiny.

There is a part of my town known as Tin Town, https://en.wikipedia.org/wiki/Tin_Town,_Luton9It was built after WW2 quickly using corrugated iron that had been galvanised, using zinc but people called them tin houses. If you go to other commonwealth countries like Australia and South Africa you’ll see buildings built with corrugated iron roofs that are also often called tin roofs. A tin township would be a small settlement built with houses that have similar tin roofs.  This on is in Australia. This is a so-called tin-tabernacle in Cockernhoe near me St.Hughs.  To to be clear tin in tin township refers to galvanised iron sheeting used in much of the construction of the township.
