I see such sentence as "it's a shame to do it". What do they mean? Do they mean it's shameful to do it or regrettable to do it?

In most cases regrettable would be closer to the intended meaning. You've made such a beautiful cake — it's a shame to cut it.

I sense the overtones of uncertainty in your words, Clyde of Oz, which suggests to me that there might be the meaning of being shameful involved. Am I correct?

No, when someone says "it's a shame to..." it is about a regrettable situation, and not always in a negative way. Often times, it is used to express some disappointment. The cutting of the beautiful cake is an excellent example.
You've made such a beautiful cake — it's a shame to cut it. Thanks to Clyde for this one.
Billy is such an intelligent boy -- it's a shame he can't afford additional education.
Mary's Easter dress is so pretty -- it's a shame she outgrew it so quickly.
It's a shame Sally had to work this week -- she would have loved to see you.

Shame has two meanings.
One is guilt, remorse.

In this idiom, with a dummy pronoun, it is disappointment or resigned anger.

But sometimes so mild it is just a way of expressing appreciation for something.
For example - it is a shame you have to cut the cake. That is not disappointing, it doesn't make you angry. You are looking forward to eating it! It is just a way of saying how beautiful the decoration is.

More disappointment with these. It's is disappointing to see these things happen. You hope for a better behavior or outcome.
