"A second wave of transparency enthusiasm developed in the mid- 2000s, as advocacy organizations around the world adopted the Internet. The Obama administration embraced this wave but also muddied the language of “open government,” which had previously referred to governments releasing previously secret data. The Obama administration made available reams of government data that were open, usable, and utterly innocuous." (Ethan Zuckerman, Mistrust: Why Losing Faith In Institutions Provides the Tools to Transform Them)

What does "language of open government" mean here? I mean, in what meaning is the word “language” used here?
