I'd like to know what the following phrase means:

first week into the next quarter

Does it mean the final week of the current quarter, or

the first week of the next quarter?

"The first week into the next quarter" means "the first week of the next quarter". If the next quarter begins on 1 April, then the first week into (or of) the next quarter would be the first week in April.
