Do you have any suggestion what "DSF" or "D.S.F." stands for. It is a position held by the British officer Arthur Edward Broadbent Parsons

Here in Dubai DSF stands for Dubai Shopping Festival.

There are several references to the man online. Can you tell us where you saw the DSF as a position he held, please? Thanks.

If it’s related to your other post about a team of geological surveyors the D.S. Could be District Surveyor the F. possibly frontier.

But that just a complete guess.

Here is where it is mentioned: the sender (A. E. B. Parsons) signs with his name and position initials:

"A Copy of under-mentioned papers is forwarded to the Dept. of Education Health & Lands for information.

Fir Wa - if it stood for a title that Parsons holds it would appear on the same line, directly after his name.

The fact that it is placed beneath his name suggests that it represents the department he works in.

If this is so, it's almost impossible to guess what it represented. Department of Social Funding?
Dependants on Social Funding? Dumb, Silly Freaks? Dastardly, Simpering Floozies? The mind could go on forever amusing itself with guesses.

Unless you want to start a full-scale research, using this snippet as the only basis for enquiry is not going to help.It's the name of some department which once existed in some capacity, somewhere, once upon a time. Finding out what it stood for might be interesting. But it doesn't really matter.

The Dept. of Education Health & Lands existed in India in 1944 - later split into three departments for the three functions.
EDITED to add: It seems the Dept EHL has been re-formed, and is now part of the Indian Government in 2020.

might be

"Dream School Foundation (DSF) is an Indian non governmental organisation that works towards making the right to quality education and a happy childhood."

"Democratic Students' Federation (DSF)" - an Indian Student Union/activist group.

"Divine Shakti Foundation" - an group working on the environment to safeguard sacred cows.

"Discovered Small Fields" - a government policy and program in India, which licences and taxes foreign oil and gas companies.

It depends on whether the subject of the communication is Education, Health or Lands.
My guess would be the last one, if it's referring to survey-ships (surveying for oil-fields in the offshore Indian territories.
