This is probably one of the poorest explanations for an idiom that we've had inflicted upon us.

Kids will be kids and many adults and parents forget that, expecting them to behave as little adults when the children are just running around and being playful.

Acknowledging that kids will be kids is NOT to say that discipline is abdicated. Judicious discipline along with love is the way to go. Parental presence beside the child is necessary - not sitting and hollering to stop.
Perhaps a better phrase would be 'remember - kids ARE kids'.
