Should it be "has" or "have"? And why?

I would use the plural form here, because the quote refers to a group.

Logically - one child has immigrant parents, the other three have native parents.
One child (in every group of four) has immigrant parents.
One child in every group of four has immigrant parents.
One in four children has immigrant parents.

The verb refers to one child (out of any group of four children).

One in four children has/have immigrant parents.

The singular "has" is correct.

Invert the sentence: Of the four children, one has immigrant parents. (Not: ... one have immigrant parents.)

"One" is as singular as it gets.
