Hello,

A. The jelly is not set yet.

B. The jelly has not set yet.

Do A and B mean the same or not?

Onsen, I assume by "jelly" you mean "sweet gelatin dessert" (the BrE term), what in the US is usually called jello (from a brand called "Jell-O"), rather than a word for the sweet fruit preparation that's put on toast (preserves, jam, etc.). Jello usually comes in the form of a sweet flavored powder, to which water is added, and, often, fruit; and the mixture is put aside to "set" or become more or less rigid. This is done usually in the refrigerator.

I would usually say "The jelly has not set yet", but "...is not set" is also OK. They mean almost exactly the same.

As for your two grammar questions:
--is sentence A in the passive voice? No, I don't think so.
--is sentence A in the present tense? No, it would seem to be in the present perfect tense ("has set")

It's the same sentence A:

A. The jelly is not set yet.

It is in the present simple, the verb being be, and set being either an adjective or past participle as an adjectival. As in:

The jelly is delicious.
The window is broken.

IMHO
