Changes in vs changes to Options

If you receive Housing Benefit, Council Tax Support or both, you must tell us about any changes in your or your family's circumstances.
Please explain the use of the preposition "in" in "changes in circumstances".
Can we replace the preposition "in" with "to" in "changes in your circumstances"? If no, then please explain why.
Which meaning of "in" is used here?

We tend to use "in" because we all live "in" certain circumstances. Outside forces are the things that have an effect, and are described as happening "to" the circumstances.

However, if you did use "to", I think most people would understand what you mean, since a change in benefits would have an effect and happen "to" the circumstances.
