The mother's repeated self-reproach at hospital ("I should have checked on her") may give a truer picture than her evidence in these proceedings, in which she firmly rejected any criticism.

I want to ask: what the "chill" here want to express?

Hi, mjken. If you were waiting in your heated state and exposed to a downdraught of cold air, you could caught a chill, upon which pneumonia supervened and you died. The word you have questioned about could have the meaning indicating a state of uneasiness resulting from previous, culpable act. It may have something to do with a cold sweat running down the spine from the neck.
