All prescribing, preparation, dispensing and administration of chemotherapy should be within a framework of safe practice.
I saw the above at Lung Chemotherapy protocols and prescriptions - Northern Cancer Alliance
Please explain the use of indefinite article "a" in "a framework of safe practice"
Shouldn't it be "the" as "framework" is modified by "of safe practice"?
I can't see the countability of the noun "framework".

It could be, but there is no specific 'framework of safe practice'.

It must take place within "a framework that incorporates safe practice."

There are lots of different ways of putting that framework in place, so it is still just a framework, not one defined framework.

eg
a hospital must promote a culture of patient safety.

There is not just one culture, not just one framework, not just one way to do things. But the way that you end up doing it must include that feature as a priority, a focus.
