'without charges being filed' Options

Hello everyone!

Below is the original sentence I'd like to tinker with. The part to be changed is 'without charges being filed'.

I'd like to read your comments on whether these new sentences sound natural.

1) In the state of Florida, how long can someone be held in jail with no charges filed against them?

2)In the state of Florida, how long can someone be held in jail with no charges being filed against them?

3)In the state of Florida, how long can someone be held in jail without charges filed against them?

I guess the first two sentences sound natural. I have some doubts about the third sentence.
