I'm aware that we can say that the kettle is boiling instead of the water is boiling. But can we say that I'm boiling a kettle?

You are not boiling the kettle! You are boiling a kettle of water/milk.

Yes indeed, one does hear people saying "I'm boiling the kettle"! and, as Shiv pointed out: that's impossible!!However, one understands what they mean (i.e. they are communicating what they are doing)- and as they've probably been saying it all their life, one doesn't remark upon it.

The most common saying is "I'll put the kettle on." or "I've just put the kettle on."

In British English we do often say I'm boiling a kettle, even if as Shivanand says we are actually boiling water. ( We don't boil milk in a kettle, we would a milk pan a small sauce pan with a slight pouring lip).

Presumably people were saying they were boiling the kettle when they were putting it over a fire!
Now you flip a switch, but you still say you are boiling the kettle. It is not like there is going to be any confusion, for anybody except a few people.
