Could you please tell me what does Mary Tallmountain mean by 'ruby- crowned highrises' in her poem The last wolf and I would be grateful to you if you could also tell me the figure of speech used in this phrase.

Do you have the individual words?

highrise
ruby
crown /crowned

since 'highrises' is a noun, the hyphenated words before it must be an adjective.


When you have a hyphenated adjective like this, is it formed from a verb and the agent of that action.

eg
a highrise crowned with rubies

so what picture does that make?

Don't try and be literal - it is a metaphor - painting a mental image.
If you have multiple meanings for the words, only one will fit and make a good image that fits with the rest of the poem.

What colours, images, meanings, come to mind when you think of the image of a highrise crowned with rubies?
Is it beautiful or ugly? Precious or worthless? What makes it seem that rubies are there? What makes that colour?

I'm not acquainted with the poem, but "highrises" are simply tall buildings, and "ruby-crowned" must be a metaphor referring to the tops of the buildings gleaming red (most likely at sunset).

Another phrase which implies a possible sunset is the last person on Earth lying in bed waiting for the last wolf "facing west".
