Hello! Could you, please, explain me why we don`t use a Passive form of the verb "to apply" in the following sentense: As we know, going green is a matter of changing attitudes, and this applies to both hotel owners and to guest.

Because to use a passive you must have an agent - something or someone doing it to you.


The verb 'to apply' means to cover, to include'.


In this case, there is no agent applying something.

'The need for a change of attitude' applies to both owner and guest.


I will use a simpler example to illustrate some usage.

There is a rule - "no smoking".
That applies to both prisoners and staff.

Ie, it covers everyone. Everyone is included in it.
It is applicable to everyone.


There is a rule - no visitors.
This rule is applied for safety reasons.

Ie, we apply this rule for safety reasons. Someone applies it, someone enforces the rule.
It is applied for safety reasons.


In your sentence, the main point is that no agent applies this fact. It is just a fact they are stating. Going green requires a change of attitude - and this truth applies to everyone.
Nobody is there to apply it, so it can't be applied by anybody.
