The essence of the quote is to convey a universal message that Quarelling is not healthy and note the past tense in the quote "How we Wish we had been blameless"... Which basically means that both parties Quarelling are to blame ..... There is no right or wrong when Quarelling.... Both are wrong....

But: a discussion can end up in a quarrel. A quarrel can end up in a fight. A fight can end up in a vendetta. Too much vendettas can end up in a civil war. A civil war can end up in a war. We don't want war, do we?

Bah! The ones wishing to have been blameless only regret losing a little self-respect, not when they quarrel, but when the outcome is known.
