missing context, and you don't say which bit you don't understand, but

other side of the line- somthing unusual, not normal or acceptable (or here maybe unreachable)
any given line - a line you chose, or select
line in time ..- a line drawn at any point in time.

i.e. at any time, there is a line and [whatever] is the other side, out of reach, out of the normal way.

and why does this name look familiar with only one post??

It would be helpful to at least have the song name, which thru some research I found was "Nakita". The song is about a person on the other side of the Berlin Wall during the cold war. The two have been separate for a long time and that line is the wall itself which noone was able to cross.

And thar could it be it resembles the member with HW and some numbers?? I can't think of the name right now.
