when one says "i'm pushing 40", what does it exactly means?

he/she is still 40 and will turn 41 sooner?

or

he/she is 49 and turning 50..??

Technically, it means, "S/he is almost 40." Practically it often means, "I'm 45 and lying."

You can always change your counting method to something other than base 10. Its suspicious when you have to say you are 22c though.
