What does 'After all' mean here?

For step 4, we developed the operations OS-SELECT and OS-RANK. After all, the need for new operations is why we bother to augment a data structure in the first place.

It doesnt really add content. It is a comment about how you view that information.

Like
"because".
Or
"remember that the important point is this:..."

For step 4, we developed the operations OS-SELECT and OS-RANK.
After all, the need for new operations is why we bother to augment a data structure in the first place

You are discussing augmenting the data structure.
Step 4 is to develop these operations.
Remember the reason we started this procedure is because we need new operations.

So this step is the culmination of that aim.
What you have done to reach this point (steps 1-3) should now make sense, now that you can see the result in step 4.

"After all" is an adverb. It has a variety of uses. In the given context, it is used to add information that shows that what you have just said is true.

One means "despite something"; the other means "because of something".
