53-year-old Phoon Chiu Yoke has been arrested on May 25 for breaching Covid-19 measures several times.

Should it be "was arrested" instead?

Neither one seems correct because of the information that multiple arrests have occurred.

The single arrest on May 25 is included with several arrests in the past, but the wording is not correct to convey that idea.

It should have been something similar to: "53-year-old Phoon Chiu Yoke has been arrested for breaching Covid-19 measures several times, with the latest arrest occurring on May 25."

Ms Chua has breached the regulations. for which she was arrested -- only one arrest.

If he was arrested, he might be still in custody.
If he has been arrested, he most obviously is released.

With the inclusion of the date, "was" sounds better.

I don't think it breaks any specific grammatical rule, but the use of the present perfect tense with a date sounds awkward.
