Billions of dollars were looted from the investment vehicle in a scandal that involved Malaysia's former leader Najib Razak and his inner circle.

Should it be "was" instead of "were"?

'Billions of dollars' is plural, so were is correct. Some singular ways of phrasing it would include 'A fortune was looted...' or 'A huge sum of money was looted...' or '$2.7 billion was looted...' (if the figure were known).
