Chief Executive of Temasek Holdings and wife of Prime Minister Lee Hsien Loong, Madam Ho Ching shared the incident on her Facebook page and called for all bicycles and PMDs to be registered just like cars and buses.
Do native speakers use "Madam" as above in writing?

The use of "Madam" or "Madame" as a title with a surname ("Madame" is the French equivalent of "Mrs"), is rare in English these days, but it still occurs. For example, Soong Mei-ling, the wife of the WWII Chinese leader Chiang Kai-shek, was commonly referred to as Madam Chiang. Nowadays it occurs more commonly as a title attached to the name of an office, like "Madam President", "Madam Speaker", "Madam Secretary", etc., though Justices of the US Supreme Court are usually addressed simply as "Justice" regardless of their sex (e.g., "Justice Warren" and "Justice O'Connor" not "Mr Justice Warren" and "Madam Justice O'Connor").
