According to the OED, school isn't an adjective so why school instead of school's?

Attributive noun.

Generally inanimate things do not take possessive 's. A school can, because it can be considered a group of people. But that does mean the noun can be used as an attributive noun, which acts as an adjective.

The car door
The police car
The school gate
The school football team
The school sorting hat
