If you put the dice into the box for another throw, you don't know the outcome, because it depends on the unpredictable element.
This unknown factor sometimes can be described as causing events that cannot be foreseen, what helps to justify own failure. A bad luck is used to be called up as the force beyond control.

'A turn up for the books' has been used to mean 'surprise' as example of good fortune.

Things may be different if 'turn up' is used as in: To make an appearance; arrive: Many old friends turned up at the reunion.
