I read it this way too. All men are just and good in theory, but not always in practice. In other words, they don't always "practice what they preach."

Anytime I read anything like this it makes me nervous. We're teaching robots how to do basic tasks for us, like unloading the dishwasher? At what point do humans become expendable?
