Some of the most intelligent people I've met have poor vocabulary and writing skills but they would humiliate us all in their own areas of expertise. The French are generally more prescriptive in their language, and there is an organisation called L'Acaademie francaise that actually decides whether a word is a true Frech word.
I wrote to the Oxford English Dictioary, to include a new word in their new edition last year. I am still waiting for a reply.Unless the new word is popular with the public, the word will not be included.(correct me if I am wrong)
A bit of English history. The first English alphabetical dictionary was A Table Alphabeticall, written by English school teacher Robert Cawddrey in 1604.
Interesting reading: Samuel Johnson 1772(Lexicographer) and John Wycliffe(translator,theologian and reformist)
