Grammatisch gesehen stimmt das so. In der Praxis ist es aber so, dass der Konjunktiv I nur sehr selten verwendet wird. Daher hört sich das zweite Beispiel besser an:
Er schlief ein und träumte, er säße in einem Gebüsch und ein Milizionär käme an dem Gebüsch vorbei.

Es muss sich nicht um eine unmögliche Situation handeln, nur weil der Konjunktiv II benutzt wird.
