Hi Kunstniete!

They are both used.
I don't know whether it is a real "rule" but I have noticed that some people use them in slightly different ways.

If you compare my dog with your dog, you might describe my dog mainly, and list out the ways in which it is similar to yours

If you compare my dog and yours, you would describe them both noting similarities and differences.

If you compare my dog to your dog, you would mainly note the differences, using your own dog as 'the standard'.

That sounds totally plausible. Thank you very much Applause
