Churchill Proposes Creation of Council of Europe (1946)

After World War II, a strong revulsion to national rivalries developed in Europe. Speaking at the University of Zurich on September 19, 1946, Winston Churchill urged European states to establish a "United States of Europe," and his speech helped spur the creation of the Council of Europe in 1949. I didn't know the difference between the Council of Europe & the European Union. I've never heard of the Council of Europe before.

Perhaps this could clarify.

Council of Europe

An international organisation in Strasbourg which comprises 47 countries of Europe. It was set up to promote democracy and protect human rights and the rule of law in Europe.It was founded in 1949 and is an entirely separate body from the European Union (EU)

European Council

Institution of the European Union, consisting of the heads of state or government from the member states together with the President of the European Commission, for the purpose of planning Union policy.

European Union (EU)

The EU currently has 28 members that have delegated some of their sovereignty so that decisions on specific matters of joint interest can be made democratically at European level. No country has ever joined the EU without first belonging to the Council of Europe. It was Formed by the Inner Six countries in 1951 and 1958, respectively. In the intervening years, the community and its successors have grown in size.

The monetary union
It was established in 1999 and came into full force in 2002. It is currently composed of 18 member states that use the euro as their legal tender.

Yes, it was a beginning but they/we need more and stronger dialogue and also means of enforcements, in order to make ideas like this work.
