I have a friend who cannot throw anything in the garbage. Every box, every bottle, every can--everything--is kept in his small apartment, which over the years has become entirely ineluctable! In the hoarder's apartment, the hoarder, my friend cannot escape--he is afraid someone might clean him out!

When the United States of America started in 1789, some wise people warned that allowing slavery would lead to an ineluctable disaster.

"Four score and seven years" later (as Mr. Lincoln put it), the disaster occurred: the Civil War, in which 600,000 - 800,000 young men lost their lives in four years of savage warfare.

In 2014, the nation is still paying the price for having allowed slavery to continue after independence.

This means his current thought is only about what he is observing through his eyes. “at least that and no more” implies the limitations of eye sight and he is saying here that there is more. There is an old saying that goes “there is more than meets the eye.”
