I would agree. A leader who is ill-informed in comparison to his following soon loses face with them, and must give way to someone who is better informed, better-read, has better intelligence. Leadership really demands ongoing education of the leader.

The quote appears in a speech that was to be given in Dallas, Texas, on the day of his assassination November 22, 1963.

From the "Memorial Addresses in the Congress of the United States," page 869

"It is fitting that these two symbols of Dallas progress are united in the sponsorship of this meeting. For they represent the best qualities, I am told, of leadership and learning in this city—and leadership and learning are indispensable to each other."

The problem is: some leaders who claim to have learning, do not actually have it.

Some leaders have degrees from universities, but it does not necessarily mean that they learned anything.

Sometimes university degrees are handed out for political reasons.

Living and learning are indispensable to each other. A Chinese saying put it as living and learn till the end. Maybe better translated as live and learn for aeon.
